QPR are not a top side, Blackburn are not a top side, Wolves are not a top side, Bolton are not a top side. Teams in my opinion who finish in the top 8 year in year out are top sides. From 9th to 15th your a good side. 16th to 20th your more often then not a poor side which is why your down there.
